Summary
Platte River owns critical infrastructure that an outside party (the Applicant) may need to cross. An Applicant wishing to cross Platte River Facilities with their own Facilities must complete and submit a Crossing License Application and pay a non-refundable $250.00 application fee. Platte River must approve all crossings before installation. A non-refundable $750.00 crossing license fee (for a total fee of $1000.00 paid) will be required before any Crossing License Application is finalized. No crossing will be permitted until all fees are paid and a Crossing License Application, granting the Applicant a license to cross Platte River Facilities with their own Facilities, is signed by both parties.
Examples of Facilities include but are not limited to; water pipeline, gas pipeline, buried or overhead communication lines, buried or overhead electric lines, roadway, accessways, etc.
Expected technical requirements for crossing
Platte River’s natural gas and water pipelines:
- Applicant facility shall be buried with no less than two feet of vertical separation from any Platte River underground facility and shall be buried with no less than six feet horizontal separation from any Platte River underground facility at anytime that it runs parallel to any Platte River underground facility
- The Applicant is responsible to evaluate the need for a cathodic protection system for protecting both Platte River’s Facilities and Applicants Facilities
Platte River’s transmission lines (above ground):
- Separation of 10 feet to Platte River foundations
- Maintain appropriate clearances to the overhead lines
- The Applicant is responsible to evaluate the need for a cathodic protection system considering a Platte River high voltage electrical facility will be operating in the crossing vicinity.
Platte River’s transmission lines (below ground):
- Maintain a separation of 10 feet to Platte River underground structures and conduit systems
- The Applicant is responsible to evaluate the need for a cathodic protection system considering a Platte River high voltage electrical facility will be operating in the crossing vicinity.
Platte River’s telecommunication lines:
- Maintain a separation of 4 feet to Platte River underground structures and conduit systems
- Maintain appropriate clearances to the overhead lines.
Application process overview
Please allow 2-4 weeks from date of submission for review and response. Application processing starts upon receipt of a completed application and application fee.
- Application and fee received by Platte River
- A receipt notification is sent to the Applicant
- Application is reviewed by Platte River
- Platte River representative reaches out to the Applicant with clarifying questions
- Platte River provides a draft Crossing License Application to the Applicant for review
- Any edits to the application are reviewed by Platte River
- A final application is sent to the Applicant for signature
- A signed application is returned to Platte River for counter signature
- A fully signed application is provided to the Applicant
- Platte River files the application with the County
The timeline can vary between three and six months from the time of the application to a fully signed application.
Instructions for crossing license application
- Submit a completed application and the following:
- Location plan: the area the Applicant plans to occupy must identify Platte River’s property or easement that will be crossed, details showing existing facilities, any identifying landmarks in the vicinity, and an overview of the proposed route. (see linked example)
- Detailed sketch: the Applicant must provide a detailed sketch that includes a detailed drawing of the proposed facility (e.g., water pipeline, gas pipeline, etc.), its orientation in relation to Platte River’s facilities and other existing facilities, excavation detail (if applicable), and any other pertinent detail. Sketch should show tie-down measurement to centerline of nearest road crossing, bridge or other railroad structure.
- Application fee and crossing license fee
- Platte River charges a non-refundable application fee of $250.00.
- Upon receipt of the application, contract administration will contact Applicant with the application fee payment instructions as it must be sent via electronic funds transfer (wire or ACH). Wire or ACH instructions provided by contract administration.
- A non-refundable crossing license fee of $750.00 will be collected upon approval of the application, for a total fee of $1,000.00.
- Insurance requirements
- Comprehensive general and liability insurance: $1,000,000 combined single limit each occurrence for bodily injury and property damage. See Application for additional specifics.
- Business automobile insurance: combined single limit each occurrence of $1,000,000 for bodily injury and property damage.
- Workers compensation and employers liability insurance: limits pursuant to the laws of Colorado.
Note: Platte River uses an electronic application to obtain certificates of insurance. Applicant will receive an email from a Platte River representative requesting your insurance information.

Before starting the crossing license application, be sure to have encroachment information, drawings and details regarding the proposed facility and crossing. Platte River will respond and acknowledge receipt of your application within 48 hours. Platte River may request additional information from you while reviewing your application. Submitting an application does not guarantee approval as submitted.
