Koenig selected vice chair by fellow board members
FORT COLLINS, Colo., March 26, 2021 – During its March 25 board meeting, the Platte River Power Authority Board of Directors elected Dave Hornbacher, executive director of Electric Services at the City of Longmont, to be the organization’s 13th board chair. The board also selected Mayor Wendy Koenig of the Town of Estes Park to become vice chair. Their appointments will take effect following the April 29 board meeting.
“Dave Hornbacher has been an engaged and committed leader on our board and in the Longmont community,” said Jason Frisbie, general manager and CEO of Platte River. “We have benefitted from his leadership as vice chair and his extensive utility experience and I look forward to working with him in this new role.”
Hornbacher was selected by fellow Platte River board members to replace outgoing Board Chair Wade Troxell, who is term-limited as mayor of Fort Collins. Troxell served on Platte River’s board since 2015 and as chair since 2020.

Hornbacher became a member of Platte River’s Board of Directors upon joining the City of Longmont as the executive director of electric services in 2019 and was elected to vice chair in 2020. He has more than 35 years of experience with electric, water and natural gas utilities in Colorado and currently serves as co-chair of the distributed energy resources strategy committee organized by Platte River and its four owner communities.
Koenig was elected mayor of Estes Park in 2020 and has served the community in many capacities since 1987. She is a two-time Olympian in track and field, earned undergraduate and graduate degrees from Colorado State University and has a doctorate in audiology from Central Michigan University.
